All of my Death Korps s...That is a very good point. All of my Death Korps stuff is silly at 28mm. I have a dozen fixed guns that require tractors to move them around the table. Every game is essentially a fire base being overrun! I suppose the Death Riders are less silly in that regard, though they are riding augmented horses. If it doesn't have rules, and if you think 28mm tanks are out-of-scale for a 6'x4' table (I'm just slipping that in there), then you can easily justify using it in a game where it serves as the objective. Have the scenario use the mortar as an active model, firing at a target off-table. Track the damage to the target, while the opposition are racing to destroy the mortar, before the target is destroyed. A great narrative foundation, matched against a straightforward scenario.
